前瞻產業研究院數據顯示,每年潛(qian)在(zai)新增保潔市場需求約3000億元(yuan)人民(min)幣,我國清(qing)潔產品、清(qing)洗(xi)服務(wu)的(de)市場發(fa)(fa)(fa)展(zhan)(zhan)潛(qian)力巨大,并呈現出高速發(fa)(fa)(fa)展(zhan)(zhan)態勢,吸納(na)農民(min)工就業能力持(chi)續增強。清(qing)潔服務(wu)產品朝著更環(huan)保、安全(quan)、個性化和(he)專業化方向發(fa)(fa)(fa)展(zhan)(zhan)。但報告同時指出,清(qing)洗(xi)清(qing)潔行業發(fa)(fa)(fa)展(zhan)(zhan)中存在(zai)諸多(duo)問題,面(mian)臨瓶頸制(zhi)約。
用(yong)工(gong)(gong)(gong)(gong)(gong)(gong)供(gong)需矛盾日(ri)益突出(chu),員工(gong)(gong)(gong)(gong)(gong)(gong)流(liu)動(dong)(dong)性(xing)加大(da)(da)。隨(sui)著(zhu)我國人(ren)(ren)口結構的變化,人(ren)(ren)口紅利逐步(bu)消(xiao)失,勞(lao)(lao)(lao)動(dong)(dong)力(li)結構性(xing)短(duan)缺的矛盾更加突出(chu),特別是清潔清洗等服務(wu)業(ye)(ye)(ye),長期處于(yu)工(gong)(gong)(gong)(gong)(gong)(gong)資低(di)、工(gong)(gong)(gong)(gong)(gong)(gong)作條(tiao)件差、技術含量低(di)的狀態,用(yong)工(gong)(gong)(gong)(gong)(gong)(gong)面臨(lin)的壓力(li)越來(lai)越大(da)(da),出(chu)現(xian)了招工(gong)(gong)(gong)(gong)(gong)(gong)難、高(gao)素質職工(gong)(gong)(gong)(gong)(gong)(gong)短(duan)缺、從業(ye)(ye)(ye)人(ren)(ren)員年齡偏(pian)大(da)(da)、季(ji)節性(xing)用(yong)工(gong)(gong)(gong)(gong)(gong)(gong)荒、企業(ye)(ye)(ye)用(yong)工(gong)(gong)(gong)(gong)(gong)(gong)不規(gui)(gui)范等問(wen)題。目前規(gui)(gui)模以(yi)上企業(ye)(ye)(ye)簽(qian)訂(ding)勞(lao)(lao)(lao)動(dong)(dong)合同(tong)的占41.9%,簽(qian)訂(ding)勞(lao)(lao)(lao)務(wu)合同(tong)的占30.3%;即(ji)使(shi)規(gui)(gui)模較(jiao)大(da)(da)的企業(ye)(ye)(ye),勞(lao)(lao)(lao)動(dong)(dong)合同(tong)簽(qian)訂(ding)率(lv)也普(pu)遍低(di);還(huan)有一些企業(ye)(ye)(ye)長期大(da)(da)量使(shi)用(yong)勞(lao)(lao)(lao)務(wu)派遣和其他非正式(shi)用(yong)工(gong)(gong)(gong)(gong)(gong)(gong)形式(shi),員工(gong)(gong)(gong)(gong)(gong)(gong)勞(lao)(lao)(lao)動(dong)(dong)權益難以(yi)保障。
小企(qi)(qi)業(ye)眾多,行業(ye)水平(ping)參差不(bu)齊,存在不(bu)少低價競爭、惡(e)性(xing)競爭和違法經(jing)營(ying)的(de)情況(kuang);違反勞(lao)動法律(lv)法規、侵害員工勞(lao)動經(jing)濟權(quan)益而引發(fa)的(de)勞(lao)動爭議不(bu)斷(duan)發(fa)生(sheng)。許(xu)多企(qi)(qi)業(ye)反映(ying),目前(qian)清潔(jie)清洗領域(yu)隨(sui)處可見無經(jing)營(ying)資質的(de)企(qi)(qi)業(ye)和個人扎堆搶(qiang)項目,使企(qi)(qi)業(ye)盈利能(neng)力(li)日(ri)益下(xia)降,安全作業(ye)難以(yi)保障,工傷事故(gu)不(bu)斷(duan)增加又(you)難以(yi)解決。
行業(ye)(ye)(ye)傳統(tong)計價方式(shi)不(bu)(bu)合理(li),嚴(yan)重(zhong)影響企(qi)業(ye)(ye)(ye)創新發(fa)展(zhan)和員(yuan)工勞動經濟權益(yi)的實現。20多年來,清(qing)潔(jie)清(qing)洗行業(ye)(ye)(ye)發(fa)包方式(shi)普遍按保潔(jie)人(ren)員(yuan)人(ren)數計算(suan)服務成本。這種“數人(ren)頭”的計費(fei)方式(shi),促使企(qi)業(ye)(ye)(ye)采用(yong)人(ren)海戰術,忽(hu)視效率(lv)提(ti)高和服務品質(zhi)的提(ti)升。一(yi)些清(qing)潔(jie)清(qing)洗企(qi)業(ye)(ye)(ye)試圖通過機械化(hua)作業(ye)(ye)(ye),提(ti)高勞動生產率(lv),卻得(de)不(bu)(bu)到發(fa)包方的認(ren)可,嚴(yan)重(zhong)影響了企(qi)業(ye)(ye)(ye)規模化(hua)、專(zhuan)業(ye)(ye)(ye)化(hua)發(fa)展(zhan)。
另外(wai),當前清(qing)潔清(qing)洗企(qi)業(ye)特(te)別是(shi)(shi)中小企(qi)業(ye)拖欠員(yuan)工(gong)(gong)社(she)會保(bao)(bao)險(xian)現象普遍(bian)(bian),多數企(qi)業(ye)沒(mei)有按法律(lv)規定為職工(gong)(gong)足額繳納(na)社(she)會保(bao)(bao)險(xian)費(fei)用(yong),主(zhu)要原(yuan)因是(shi)(shi):一方面由(you)于(yu)多數企(qi)業(ye)特(te)別是(shi)(shi)中小企(qi)業(ye)沒(mei)有與員(yuan)工(gong)(gong)簽訂勞動合(he)同,企(qi)業(ye)惡(e)性競爭導致利潤日益降低,經營者不愿(yuan)意(yi)(yi)也(ye)無力為員(yuan)工(gong)(gong)繳納(na)各種社(she)會保(bao)(bao)險(xian)費(fei)用(yong)。另一方面,由(you)于(yu)清(qing)潔清(qing)洗行業(ye)農民工(gong)(gong)年齡普遍(bian)(bian)在50周歲以上,他們(men)普遍(bian)(bian)參加(jia)了新型農村養老(lao)保(bao)(bao)險(xian)和新型農村合(he)作(zuo)醫療,同時(shi),由(you)于(yu)城(cheng)鄉社(she)保(bao)(bao)制(zhi)度不能(neng)有效銜接,管(guan)理體制(zhi)尚(shang)未理順,農民工(gong)(gong)繳納(na)社(she)保(bao)(bao)費(fei)用(yong)意(yi)(yi)愿(yuan)不強。
